Best Practices for Public IP Management for Linux VMs in Azure Site Recovery

Question:

How can I automate the assignment of a public IP address to a Linux VM that has been failed over from HyperV to Azure using Azure Site Recovery? I can do it manually with Azure Powershell, but when I use a runbook, I get an error that the cmdlet Get-AzureRMPublicIPAddress is not recognized. What is the best practice for this scenario? I want to use traffic manager to redirect traffic after the failover.
